ACS Appoints New Public Affairs Officer.

Audrey Rowe, Respected Leader to Department of Social Services and Urban

League, Joins ACS Executive Staff

DALLAS, Nov. 5 /PRNewswire/ --

ACS (NYSE: ACS), a premier provider of business process and information technology outsourcing solutions, announced today the creation of a corporate level position to head all of ACS' public affairs. Audrey Rowe, who came to ACS through the recent acquisition of Lockheed Martin's IMS, was the senior vice president and managing director of Children and Family Services business unit. Audrey has been appointed Senior Vice President of Public Affairs of ACS.

Audrey's vast experience will prove invaluable to her new responsibilities for ACS. In her new position with ACS, Audrey will oversee government relations, community relations, philanthropic and political efforts as well as development of business relationships and compliance with minority contracting commitments. Audrey will also be responsible for compliance and monitoring of ACS' use of historically underutilized businesses.

During her tenure with IMS, based in Washington, D.C., Ms. Rowe was responsible for the provision of county and statewide programs for child support services, childcare services, and electronic benefit transfer services.

Before assuming her position with IMS, Ms. Rowe was executive vice president of the National Urban League, where she oversaw day-to-day operations at the League's headquarters in New York City. Prior to that, she was commissioner of the Department of Social Services for the State of Connecticut, where she oversaw a $3.2 billion 3,200 employee agency, owning the responsibility for programs such as Aid to Families with Dependent Children, Food Stamps, Medicaid and General Assistance.

As a consultant in the Equal Opportunity Division of the Rockefeller Foundation from 1988 through 1991, she assisted in the development of programs to address persistent poverty and underclass conditions on the local level. Her earlier public sector experience includes serving as human services administrator for the City of New Haven, commissioner of social services for the District of Columbia, and special assistant to the mayor in the Office of Youth Affairs in Washington, D.C. In 1994, she was a candidate for lieutenant governor of the State of Connecticut.

Throughout her career, Ms. Rowe has been active in community and social issues. Ms. Rowe has served as chair of the National Commission on Family Foster Care and the National Women's Political Caucus, and on the boards of the Joint Center for Political and Economic Studies, the American Public Welfare Association, the Center on Budget Priorities, and the Black Community Crusade for Children. She was appointed by Presidents Ford and Carter to the National Commission for the Observance of the International Year of the Woman.

A native of New York City, Ms. Rowe holds a bachelor's degree in education from Federal City College. She has completed the Public Administration Program at George Washington University and was a fellow of the John F. Kennedy School of Government's Institute of Politics at Harvard University.
