CANBERRA, Feb 17 AAP - Joe Hockey has fended off questions about his ambitions for
the Liberal leadership, saying the only job he wants is the one held by federal Treasurer
Wayne Swan.

Mr Hockey has been elevated to opposition treasury spokesman, a position vacated by
Julie Bishop on Monday.

When asked on ABC Radio whether he aspired to the party leadership, Mr Hockey said:
"The only job I want is Wayne Swan's job ... because I don't think Wayne Swan is doing
a good job.

"He's too happy to put everything on the credit card," referring to the federal government's
economic stimulus package which allows it to increase its debt to $200 billion.

Mr Hockey, reported to be second choice as opposition treasury spokesman behind Peter
Costello, said he was keen to see the former treasurer back on the coalition front bench.

"I can understand people saying Peter should be more active ... I'm sure he can come
onto the front bench at any time."

"There's always a longing to have your best team on the paddock, but it's up to Peter."

CANBERRA, Dec 6 AAP - Australian and Afghan troops have given emergency treatment to
a group of Afghan civilians badly injured by an insurgent bomb.

Defence says three children and one adult were killed while four other children and
two adults were seriously injured when their vehicle was blown up by an IED (improvised
explosive device) on Monday in Australia's area of operations in Afghanistan's Oruzgan
Province.

Chief of Joint Operations Lieutenant General Ash Power said the injured were first
treated at an Australian Patrol Base, about 30 kilometres north of Tarin Kowt.

"I am proud of the way our combat medics from Mentoring Task Force - Three responded
to the emergency in providing immediate first aid to the casualties," he said in a statement.

"Sadly, not all the casualties survived the blast, but our soldiers' rapid and efficient
response in conjunction with the aero medical evacuation team meant we were able to get
the survivors to hospital at Tarin Kowt for further treatment."

Across Afghanistan, insurgent IED and suicide attacks are responsible for 49 per cent
of conflict-attributed deaths.

Lieutenant General Power said insurgents continued to employ tactics that placed innocent
Afghans at high risk by the indiscriminate use of IEDs within populated areas.

"Our forces in partnership with the Afghan National Security Forces (ANSF) are providing
protection to the people of Oruzgan by targeting the threat posed by IEDs and the insurgents
that conduct operations in the province," he said.

SYDNEY, Dec 11 AAP - Tim Owen has been selected as the Liberal Party's candidate for
the seat of Newcastle for the 2011 state election.

Mr Owen has had a distinguished career in the Royal Australian Air Force.

He was the deputy commander of the Australian forces in Afghanistan and Iraq from October
2008 and until May 2009.

He was first posted to the Newcastle in 1978 and has had four tours to Williamtown.

He retired in June 2009 and is now managing an environmental business based in Newcastle.

"Having travelled the world in my role with the Royal Australian Air Force, I believe
this is the best place to live," Mr Owen said.

"It is why I've settled here after 30 years in the armed forces."

Mr Owen is married to Charlotte and has three sons aged 22, 20 and 18.

CANBERRA, Aug 4 AAP - The Liberal Party has denied it is involved in a tobacco company-funded
anti-Labor advertising blitz, saying it would also consider implementing plain packaging.

Howard government advisers and Liberal Party strategists reportedly have helped devise
the $5 million ad campaign by a group of allied retailers.

The Alliance of Australian Retailers, funded mainly by British American Tobacco and
Philip Morris, wants to stop proposed laws for plain packaging of tobacco.

Opposition Leader Tony Abbott told ABC Radio in Brisbane his party had "absolutely
nothing to do with any sort of pro-smoking campaign".

If the coalition was elected to power on August 21, it would "certainly consider" implementing
plain packaging, he said.

Liberal senator Cory Bernardi said he was confident the party was not involved with the alliance.

"If they want to talk about who is captive to spin doctors and special interests you
have to look no further than the Labor Party," he told Sky News.

Crosby Textor, the market research and polling company which advises the Liberal Party,
has denied any involvement in the ad campaign despite assertions it had organised research
for the ads.

The firm issued a statement on Wednesday denying the allegations.

"Crosby Textor is not involved with either the alliance or its campaign," it said.

"Crosby Textor is not involved in any capacity with the Alliance of Australian Retailers
and any suggestion to the contrary is completely false."

The alliance denies the Liberal Party is involved in its campaign.

"That's definitely untrue," spokeswoman Sheryle Moon said of the News Limited report.

Anti-smoking groups have moved quickly to slam the ad blitz, saying it is all about
protecting the interests of big tobacco companies.

"This campaign is purely about an industry terrified of declining profits and one that
will do anything to save its bottom line," Quit executive director Fiona Sharkie said.

But Ms Moon said it was more about regulation of the measure because it added time
to transactions and was costly for business.

"Those transaction times cumulative add up to more time and more cost for small business,
particularly if I am a single owner-operator in a corner store."

Ms Moon said the campaign, which cost "around" $5 million, would run until the policy
was overturned.

NSW: Boat skippers reminded of 0.05 blood alcohol limit

SYDNEY, Dec 22 AAP - NSW skippers planning to hit the water over the festive season
are being reminded to keep their alcohol consumption in check.

Ports and Waterways Minister Paul McLeay has reminded boaties that a blood alcohol
limit of 0.05 applies.

Anyone over the limit and in charge of a boat could face a fine of up to $5,500, loss
of licence or a jail term of up to two years, he said.

"I would like to remind all skippers to go easy when it comes to alcohol, keep under
0.05, and stay alive," Mr McLeay said in a statement on Tuesday.

"I call on all skippers, and that includes the many thousands in non-powered craft,
to be responsible this summer when it comes to alcohol and boating."

Police and NSW Maritime regularly run joint patrols to conduct random breath tests
on the water, at marinas and at boat ramps.

Six-point small business plan announced by the coalition:

1. Limited carry-back of tax losses capped at $100,000 of refunded tax per firm to
bolster the cash position of those with a solid operating history but which are facing
large operating losses.

The measure would only apply for businesses with at least one employee in each year
a refund claim is made, and in each year that tax was previously paid.

2. To reduce on-costs for firms with 20 or fewer staff, the coalition proposes a temporary
reduction in the cash cost to small employers of the Superannuation Guarantee Contribution.

The commonwealth should pay for a portion of their superannuation obligations for a period
of two years - three percentage points in 2009 and 1.5 percentage points in 2010.

3. The coalition commits to applying a comprehensive quantification to the full range
of commonwealth, state and local filings required to start or expand a business, and to
ensuring that this overhead burden, as measured in terms of hours and costs, is then reduced
to at least match, and preferably improve on, OECD best practice during the next three
years.

4. The coalition commits to working with the states and local governments to deliver
integrated online access to all forms and filings via a one-stop-shop business portal.

The coalition will create a small business service delivery agency expressly charged with
delivering integrated online access.

5. The new small business service delivery agency will also operate a program that
will provide support and advice for family businesses on succession planning and family
business professionalisation.

6. Ensure small business' place in the national economy is represented by making small
business a cabinet position.

BRISBANE, Aug 30 AAP - Queensland Rail (QR) bosses have been forced to cancel a controversial
$30,000 bill-the-taxpayer Riverfire function tonight at a ritzy Brisbane restaurant.

Guests and 60 executives of the troubled state government company were to dine at Asian
restaurant Siana, enjoying one of best vantage points in Brisbane to watch the annual
fireworks display.

An embarrassed Queensland Transport Minister John Mickel, who was not invited to the
event, was first notified of the function by a journalist yesterday.

Today he acted as QR's party pooper and pressured chief Lance Hockridge to cancel the event.

"This strikes as being lavish and accordingly this morning I have said to the CEO of
Queensland Rail 'Abandon the corporate sponsorship and show the public we are dedicated
to looking after the public'," Mr Mickel told reporters in Brisbane.

The cancelled QR Riverfire function comes after other controversies to hit QR and Mr
Mickel's transport portfolio.

The Crime and Misconduct Commission cleared him in May after a QR train was used for
a controversial Labor Party trip, which has been dubbed the "gravy train" scandal.

There has also been criticism about overcrowded trains, security, breakdowns and trains
not running on time.

"I'm angry about it (the event) because I have said to them in a climate of restructuring
where people are going through pain and paying customers are each morning waiting for
trains you can't be seen to be lavish," he said.

State opposition treasury spokesman Tim Nicholls said the latest controversy showed
Mr Mickel was not up to the job.

"The minister seems to have trouble getting on top of this portfolio - he's had trouble
with the gravy train affair, Go Card ... he does not really know much is what going on
in his portfolio," Mr Nicholls said.

"At a time when we have 20 per cent overloading QR should be focused on delivering
services and making sure we have enough trains and that they are running on time - rather
than holding gala events for their executives."

The late cancellation could mean taxpayers may still be hit with a hefty bill.

"They've made a booking and cancelled at the last minute so how much of the $30,000
allegedly spent on this dinner, champagne and fine food will be refunded?," he said.

"QR is a government owned business and should be about delivering services taxpayers
of Queensland not big-noting themselves to the top end of town."

Mr Nicholls suspects other government-owned corporations may be holding lavish functions
for Riverfire tonight.

"I think the government should come clean and tell us what government owned corporations
are doing tonight and how much they are spending and whether they are really focused on
delivering services for taxpayers or good times for bureaucrats," he said.

A QR spokesman said they had been told to direct all inquiries about the cancelled
event to Mr Mickel's office.

Comment has been sought from the restaurant. Mr Mickel's office has not said if a cancellation
fee was paid to the eatery.

Fed: Cost of educating children rises again

Government figures show financial pressure on parents to educate their children has
reached record levels.

The Australian Bureau of Statistics says the annual cost of education has again risen
faster than the official rate of inflation.

Education costs in the March quarter rose 5.2 per cent .. compared to 1.3 per cent
increases in inflation.

Tertiary education costs rose from 2.6 per cent to 3.8 per cent in the year to March 2008.

Financial services company Lifeplan Funds Management has calculated that a family can
expect to pay more than 150-thousand dollars to privately educate a child from reception
level to Year 12.

Qld: Two men injured in collision

Two men have been injured in a collision between a car and a semi trailer in north Queensland.

Police say the accident happened on the Bruce Highway at Bakers Creek near the intersection
with Main Street at Mackay .. shortly before 11pm (AEST) yesterday.

It's believed a sedan travelling south crossed the median strip before hitting the
side of the semi-trailer.

Two male passengers in the sedan .. aged 22 and 19 .. received minor injuries and have
been taken to hospital.

The 21 year-old woman .. who was driving the sedan .. is assisting police with inquiries
and the Forensic Crash Unit is investigating.

The driver of the semi-trailer hasn't been injured.

Qld: Police shoot at man during pursuit

BRISBANE, Aug 15 AAP - A shot was fired by police at a vehicle as it was driven at
them during a pursuit in Brisbane, but no-one was hit, police said today.

A man has since been charged with two counts of attempted murder, as well as several
driving offences.

Police said officers had pulled over a utility truck on Gympie Road, Kedron shortly
after 9pm (AEST) yesterday.

When they approached the vehicle the 24-year-old male driver allegedly made a U-turn
over a median strip and sped away on the opposite side of the road.

Police found the ute a short time later and began a brief pursuit, which ended in the
grounds of Wavell State High School in Brisbane's north.

When they approached the vehicle the driver allegedly reversed his car, stopped, and
drove towards the officers.

"A Queensland Police Service firearm was discharged in an attempt to prevent the vehicle
striking police," a police spokesperson said.

No one was hurt during the incident.

The man drove out of the school grounds, and was later located at Caboolture, north
of Brisbane, where he was arrested without incident.

The man, from Murrumba Downs, north of Brisbane, has been charged with two counts each
of attempted murder and dangerous operation of a motor vehicle, and one count of evading
police.

He will appear in the Brisbane Magistrates Court today.

The Ethical Standards Command is investigating the circumstances surrounding the firing
of police firearm, with the investigation to be overseen by the Crime and Misconduct Commission.

He obtained a master's degree from McGill University and a doctorate from the University of California at San Diego.

He will be moving to the Wheaton area with his wife, Debbie, and their young son, Andrew.

NETSCAPE ACCUSES MICROSOFT FROM A SAFE DISTANCE.

Netscape Communications Corp took the opportunity of its 10k filing with the SEC yesterday to kick Microsoft Corp while it's down over some of the allegations being heard in the current antitrust trial. There was nothing much new in the filing - America Online Inc had given most of the merger details in its 10K filed in Wednesday - but under the section on competition, Netscape claimed that as a result of the integration of Internet Explorer into Windows 98, it faces further difficulties "in addition to the challenge of switching users to our browser from the browser integrated into their operating system." Warming to its theme, Netscape said "Microsoft is promoting its proprietary ActiveX technology as a method of writing Windows- specific web sites viewable only in Internet Explorer." And it suggested Redmond "may be using co-marketing funds and other inducements to have web sites developed exclusively for Internet Explorer." With Microsoft allegedly using its dominant position in the OS market to "secure p referential distribution and bundling contracts" for IE with "ISPs, online service providers, VARs, and OEMs including third parties with whom we have relationships," and grouping its web properties at msn.com, which "may become the opening screen for Windows or Internet Explorer," Netscape concludes that such actions may continue to reduce is share of the browser market and adds that "a significant decline in our share of the browser market could reduce the traffic to Netcenter." CREATE A NEWSLETTER FOR EACH BENEFIT TYPE

The key to running a successful open enrollment is to plan ahead, clearly communicate plan design and changes, and provide the information in an easy-to-read format.

No one wants to read the complicated and confusing SPDs. Adding supplemental information sheets that explain the carrier communications in layman's terms makes it easier for members to review. One way we've done this is through pre-open-enrollment newsletters. The newsletters highlight the changes in plan design that will most affect the members, so they can formulate their questions prior to the meetings. Keeping the newsletters short and grouped by benefit type (i.e., medical, dental, vision, voluntary benefits) prevents employees from getting overwhelmed or distracted by information that may not apply to them. We've done both electronic and hard copy. When we are in a time crunch, we go with electronic; it is a good way to keep the newsletter shorter, too.

Also, packaging the open enrollment information into one booklet allows employees to get through it more quickly and with less confusion. The enrollment booklets ensure that information isn't lost and that the members can easily flip from one benefit type to the next. I always include a medical plan comparison chart outlining the differences between the various plan designs. We highlight only the most highly utilized benefit types to keep the information to a manageable level.

EXPERIMENT WITH SOCIAL MEDIA

Our organization has approximately 2,400 domestic employees and 200 international employees. We have learned that we need to provide a lot of education in different forms to meet the needs of our multigenerational workforce.

We mail out open-enrollment-themed postcards and newsletters, and send instant messages and emails. We are looking into SMS texting to remind employees of deadlines, e.g., "Text benefits to XYZ and get all the latest and greatest open enrollment news!" We did some communication out on our company's Yammer site. I anticipate next year we will be using a lot more social media in our communications.

REACH REMOTE LOCATIONS WITH DIAL-AND-LEARN SESSIONS

Our company takes a multifaceted approach to benefits communications, beginning with a newsletter issued approximately one month prior to the beginning of the enrollment period. The newsletter contains information on the open enrollment period, plan changes, reminders and rate information, and is posted on our website, emailed to associates and mailed to associates' homes.

At the same time the benefits newsletter is issued, we unveil our benefits website for the next plan year. This is an Internet site, allowing access from anywhere. It contains all information related to our plans, including plan summaries, rates, summary plan descriptions, links to provider directories and vendor contact information, allowing associates and their partners to review the plans in detail.

Since we cannot hold benefits meetings at all of our locations, we utilize "Dial and Learn" sessions - a combination of a visual piece (PowerPoint presentation), audio (presented by a member of our corporate benefits department) and question-and-answer time. These sessions provide an overview of the benefits offered and any changes that are occurring, and offer the chance to ask questions.

Lastly, open enrollment reminders are continuously supplied through intranet postings, emails, postings on our HRIS system and a postcard mailed to associates' homes.

PROVIDE A PERSONAL BENEFITS COUNSELOR

The best thing we did was contract with Jellyvision to offer a personalized benefits enrollment experience for our employees this past open enrollment.

We were introducing major changes in the form of a new higher-deductible medical option and tying healthy behaviors into the employees' costs. We analyzed our 2009 enrollment and observed that many employees were enrolled in a copay option that was costing them more than the benefits they were receiving. Jellyvision's "David, Your Benefits Counselor" tool enabled employees to model their expected medical expenses versus their contributions and more accurately select the option that met their needs. We were able to shift 10% of our population out of the copay options as a result. We plan to use "David" for 2011 as well.

MAKE INFO ACCESSIBLE WITH QUICK HITS

Itron is a technology provider to the global energy and utility industries. Going into open enrollment in 2010, our manufacturing locations were running flat out 24/7 trying to get orders out the door. Pulling employees from the manufacturing floor for an hour was going to be too disruptive to the business, so alternative methods were necessary. Our software, engineering and professional services staff was equally stretched on a variety of projects and installations.

We felt that print and email messaging wasn't going to be sufficient. We had introduced a spousal surcharge, which naturally resulted in plenty of questions, and we had premium changes, plus a couple of vendor changes and a new wellness program component to communicate. On top of that, we also did an electronic beneficiary designation campaign and had to communicate the pertinent health care reform-related changes.

We relied on our local HR business partners to talk up the changes at a local level, often using opportunities like 10-minute "Tool Box Talks" to update employees on the key changes and to assist with the online enrollment process, which for most employees who only use the system once a year can be daunting. We also used for the first time a slide deck with recorded voice-over that talked to the points on the slides that was then played on monitors in our break and lunch rooms and posted on our intranet. The presentation was just 15 minutes and hit the highlights of what employees needed to think about.

We supplemented this with our traditional methods of open enrollment communication, namely a comprehensive printed benefits guide supplemented with weekly Benefit FYI emails to reinforce the key points.

We saved thousands on travel costs by not doing face-to-face presentations. More importantly, we managed not to disrupt the business operations too much, although employees still had to find time to make their online benefit elections.

START EARLY WITH PASSWORD REMINDERS

Our open enrollment communication starts very early (September) with reminding associates to be sure to have their user name and passwords for the enrollment site with the third-party administrator we have used over the last six years. Postcards are sent to all associates' homes to remind them and their families of needed information and that enrollment will begin soon.

ONE-ON-ONE CHATS INCREASE TRUST AND INVOLVEMENT

Getting the word out via webinars, sophisticated open enrollment systems and email is great, but our inboxes are starting to get saturated with too many links and information that "we'll get to later."

How many employees have claimed to have never received that companywide e-mail that you sent? Emails tend to cause employees' eyes to glaze over, particularly when they just want to work on what they know.

If your company is small enough or you have enough onsite HR reps to do the old-fashioned walk around to talk up open enrollment and changes to your benefit plans for the coming year, nothing compares to it.

The first year I visited all of our locations and visited each cubicle, I saw an increase in our flexible spending accounts of over 20%. This is because employees would bring up questions and situations when I talked to them one on one, and that would open the door to discuss why they weren't using an FSA.

My mouth always drops when I hear about companies that just hand out a packet of information to employees and expect them to translate it on their own. Employees will make wrong decisions, and those decisions can negatively affect the business as well.

If employees understand what is being offered to them, job satisfaction increases. If they have a person to go to with questions, instead of an 800 number, the HR department gains the trust of the employee. We can be more than just the face of layoffs and policy enforcement. An in-person chat that shows that you are concerned with their health and financial well-being illustrates the positive side of HR.

TURN EMPLOYEES ON TO VENDOR WEBSITES

While health and welfare carriers and 401(k) vendors have developed great websites to access information about plan provisions, coverage levels, wellness benefits and plan assets, a relatively small proportion of employees regularly visit those sites.

With this in mind, we decided to do an educational "Web Day" associated with annual open enrollment. To provide information on the "webs" of our various vendors, we invited their representatives in to do demonstrations and actually get employees up and running on their respective websites. Concurrently, open enrollment information was available for plan participants.

The event itself had a "Spiderman" theme with our a announcement posters "catching various Web addresses" in a virtual web. With the Web-related theme, we recycled some Halloween decorations and also gave away Spiderman t-shirts as door prizes to those who attended presentations and tried websites. The cost was really minimal compared to the turnout we had.

USE ENROLLMENT COORDINATORS AS POINT PERSONS

The City of Austin takes a hands-on approach in educating and assisting its more than 11,000 full-time employees with benefits selection during the annual enrollment period and with benefits changes throughout the year. Effective communication is critical, especially since about half of the workforce lacks computer access.

The human resources department enlists and trains enrollment coordinators at worksites across the organization. These individuals serve as the point of contact for employees in city departments in terms of distributing materials, scheduling presentations and collecting documentation.

Employees are offered three ways to participate: online, telephone and paper. The online option is available 24/7, and the telephone system features English and Spanish. Pay and benefits fliers are distributed in July (proposed) and September (approved). The July flier gives employees time to become familiar with plan design changes well before the changes go into effect. Coverage information statements are distributed to employees prior to open enrollment, indicating dependents enrolled and benefits selected for the current year, along with rates for the coming year. Confirmation statements are mailed to home addresses as employees participate in enrollment.

Benefits presentations are scheduled by enrollment coordinators at numerous city worksites prior to the enrollment period. To accommodate varying work schedules, multiple presentations may be offered at the same site. These events include a presentation by an HR staff member and by representatives from the various benefits plans. The presentations are recorded and made available on DVD during the entire open enrollment period.

Employees can go online and view only the portion of the presentation about which they have questions. Employees and spouses can view the presentations at home or at the worksite. Department coordinators frequently use the DVD at benefits meetings, in conjunction with providing enrollment assistance to employees. Using video-on-demand, the city was able to reduce the number of benefits presentations from 100 in 2009 to 57 in 2010. In addition, individual benefits segments from the DVD are available year-round on the city's internal website, significantly reducing the number of customer service calls.

OVERCOME HESITANCY WITH PRACTICAL SOLUTIONS

Employers will have an impact on employees' behavior if they include practical solutions. Simply offering a traditional plan and HSA/high deductible side by side isn't enough. Go through the math and include creative solutions, such as the one-time IRA distribution to prefund an HSA. For retirement plan eligibility, include the summary plan description, enrollment forms and the IRS Publication on Saver's Tax Credit (IRS Pub. 4703) to entice lower-wage earners to take advantage of IRS incentives with the 401(k) plan. A call to action is more effective when it's accompanied by solutions for common objections.

PUT INFO AT EMPLOYEES' FINGERTIPS - ON THE WEB AND IN THEIR WALLETS

At the Rainforest Alliance, a nonprofit environmental organization, the first open enrollment communications improvement I made was to consolidate the numerous pieces of paper and booklets previously distributed into a comprehensive document highlighting each benefit plan on one or two pages. Using pictures was definitely a way to make it appealing to readers. This document was supplemented by a two-page highlights memo outlining the changes for the new plan year.

Of course, we still have to provide the required summary plan descriptions, but now those are all distributed by email just once a year and housed on an online benefit portal, obtained at no cost through our benefits broker. This portal is accessible 24 hours a day and contains wellness tools, HR information, all forms, links, policy numbers and phone numbers of all our plans. Our benefits portal link is shared on all other organizationwide systems, such as the HRIS database and intranet, which employees access often.

A critical piece of making sure employees are aware of the benefits available to them is to provide wallet cards - not just for medical, dental and FSA debit card coverage. We provide wallet cards for vision, identity theft, emergency assistance, health advocate, employee assistance program and medical benefits while traveling abroad. We even provide a refrigerator magnet with the emergency phone number to call when in doubt if the office is open for business.

Awareness is key to utilization. The connection between the office and one's personal life through their wallet and refrigerator is important.

AIM FOR CONTINUOUS IMPROVEMENT

At Papa John's, one of our core values is "constant improvement." We never stop trying to surpass our previous best. When it comes to open enrollment, we have definitely taken that value to heart.

Over the years, we have been challenged to effectively reach a benefits-eligible population of up to 2,500 team members scattered among hundreds of locations. Many lack computers or Internet access and, in some cases, there are language barriers. We have gone from paper enrollment forms, marathon sessions of manual data entry, large volumes of phone calls and assembling voluminous open enrollment packets to online/call-center enrollment with automated HRIS uploads and one comprehensive online benefits handbook.

We have saved considerable time and money preparing for and executing open enrollment, not only for our team, but companywide. At the same time, we have kept our focus on maintaining good, clear communication. But we didn't get there overnight.

We first shifted from paper enrollment to partnering with a voluntary benefits company that conducted one-on-one enrollment sessions. This step enabled us to improve communication and gather data electronically, which could be uploaded into our HRIS system. Although this was an improvement, it required a considerable amount of coordination.

From there, we worked with our voluntary benefits company to utilize their online enrollment system and multilingual call center services. We added kiosks in some locations and directed members without Internet access at work or home to the call center. This has proven to be an effective and efficient process.

We also transitioned from the massive project of assembling and distributing open enrollment packets in-house, to utilizing a fulfillment center to assemble and distribute packets, to developing a comprehensive online benefits handbook that incorporates contact information, benefit plan options with descriptions and summaries, required notices and even a benefits glossary. We worked with a local communications company to develop an online handbook that is easy to update and maintain on our intranet. This has saved not only time, but also significant print and distribution costs.

Each year, we debrief and re-evaluate our processes, looking for ways to utilize changing technologies and carrier and vendor partner tools and resources. We know new processes are always developing, and we diligently look for those opportunities. At the end of open enrollment each year, we take a deep sigh, thankful for the successful outcome, and know that over the next year, we'll identify ways to make the next open enrollment even better.

AP News Workers Rally Again For Quality Journalism In Labor Talks.

NEW YORK -- News Media Guild - Communications Workers of America:

WHAT: Associated Press news workers will hold protest rallies early next week at about three dozen U.S. bureaus to stand up for quality journalism at the world's largest news agency. Journalists, technicians and support staff will protest over AP's proposed 50 percent cut in retirement benefits, below-inflation wage offer and other issues. Meanwhile, AP reporters and photographers will be withholding use of their personal cars and cell phones for covering assignments, not tweeting about their stories and participating in other protests Monday and Tuesday.

WHEN: Most are Tuesday, April 12, at lunchtime. There is one rally each Monday and Wednesday.

WHY: AP's 1,250 news workers have been trying to negotiate a new contract since October, but the company continues to insist on deep cuts.+AP workers have already made many concessions to reduce costs, and haven't had a wage increase in two years. Some 10 percent of the staff were laid off in 2009, after years of attrition had already reduced staff to the bone in most bureaus and departments.

AP enjoyed several years of strong growth before the recession and its CEO, former USA Today executive Tom Curley, says AP's finances are improving again. Unlike newspapers and TV stations hurt by loss of advertisers to the Internet, AP has a wide range of income sources, including Internet customers such as Google and Yahoo, corporations, government agencies, specialty publications and foreign news outlets. Income from many of those sources is growing steadily. Yet AP insists on a tiny raise that won't keep pace with inflation and a freeze of our pensions that would erase retirement security. Given the deep staff cuts at many other media outlets, AP's reliable, unbiased journalism is needed more than ever.

Staff have been protesting these proposals since October, signing petitions, withholding their names from their work, and sending direct appeals to Curley. Nearly 9,000 members of the news-consuming public have signed our quality journalism petition at http://www.change.org/petitions/support-quality-journalism-and-ap-workers.

The company did agree to freeze health care premiums, after insisting it would raise them 50 percent or more, following nearly 30 rallies and other protests last month. But AP hasn't budged on other economic issues and wants to continue giving staff compensation far below what its primary competitors provide.

Staffers will hold protests in the 39 cities below, all on Tuesday, April 12, except for the Salt Lake City and St. Louis protests, which will be on Wednesday. Los Angeles is protesting on both Monday and Tuesday.
